Make sure there is no listener definition in another file in the conf.d folder. The configuration does load all files in that folder, just as if they were all concatenated into a single file. The Monitor command should only read the state of all pins, then apply a mask and determine if a state has changed. N.B. after submitting the command from the tools page command field, you can see how it was formatted in the URL bar.
This can be used as a HTTP GET call.
Not sure how you should do it in JavaScript, to make sure the page doesn't show the result of this call, but I guess it shouldn't be too hard.

How long are the cables from the ESP to the rotary encoder? How is it electrically wired? (pull-up resistors etc.) Does it sometimes count while there is no motion of the rotary encoder? I do suspect it may receive noise on either one of the A/B inputs which causes it to trigger the interrupt code q...

Can you try to run it on USB with a terminal application connected to it to fetch serial output? For example using Putty via the comport Windows assigns to it. Baudrate = 115200. The Sonoff 4ch unit is using an ESP8285 as far as I know. This is important as it can then use GPIO pins for button/relay which were otherwise used by the SPI flash chip. It looks like the hostname you're using is not on your local network.
Thus better increase the timeout from 100 msec to 500 or more.

I think you are already at the "optimal" settings for what can be tweaked in ESPEasy. One thing you can do, is set "extra WiFi scan loops" to 1 to test if it will see more nodes. The scan period per channel is rather short. It seems to switch to a new channel as soon as a few APs...

"20111" is not really the version of the software. More like the "revision" of the settings file.

There are also Dallas sensors sold which are packaged in "waterproof" enclosures. (also at AliExpress etc.)
One problem still may be that those are often RVS and I'm not sure how well that may last in slightly acidic soil.

Without trying on ESP8266, I can see it is very likely only related to ESP32 builds. When I switch the ESP32 SDK to the PlatformIO platform: platform = espressif32 @ 3.3.1 It does allow login. But that version is extremely unstable on WiFi response. Will look into it tomorrow and make a fix.

Some USB to serial chips are not recognized in this flasher.

You can also leave the bottom open.
And slightly higher temperature will automatically lead to lower (relative) humidity.
Still, bad quality is impossible to turn into "good quality" by these measures.

OK, I will try to reproduce it.
I don't think it makes a difference whether it is ESP32 or ESP8266, since you're not using Ethernet.

Does your password have any special characters?
Or maybe a length close to what could be the max. of the field length? (what length does your password have?)
